The Italian Recovery and Resilience Plan

PNRR

The European Union, in response to the Covid-19 pandemic crisis, launched the Next Generation EU (NGEU). This is a large-scale programme with EUR 750 billion.

For Italy, the NGEU represents an unmissable opportunity for development, investment, and reform.

To access these funds, each Member State has prepared a National Recovery and Resilience Plan (PNRR) in which it has included a coherent package of reforms and investments for the period 2021-2026. The Italian Plan was officially submitted to the EU Commission by the government in April 2021. The PNRR includes a total of EUR 191.5 billion concerning the Recovery Fund and a further EUR 30.6 billion a complementary National Investment Fund.

On 13 August 2021, the European Commission, following the positive assessment of the PNRR, disbursed EUR 24.9 billion to Italy as pre-financing (of which EUR 8.957 billion in grants and EUR 15.937 billion in loans), i.e. 13% of the total amount allocated to the country. Italy is the first beneficiary, in absolute terms, of the two main NGEU instruments: the Recovery and Resilience Facility (RRF - EUR 191.50 billion) and the Recovery Assistance Package for Cohesion and European Territories (REACT-EU - EUR 13 billion).
The PNRR is developed around three strategic axes: Digitalisation and Innovation, Green Transition and Social Inclusion. These strategic axes are divided into six missions:

  • Digitisation, Innovation, Competitiveness and Culture
  • Green Revolution and Ecological Transition
  • Infrastructure for sustainable mobility
  • Education and research
  • Cohesion and inclusion
  • Health

The PNRR amounts to 134 investments and 63 reforms, i.e. a total of 197 measures distributed across the six missions. Based on these, funds are allocated through calls for tenders. The calls for tenders are published on the Provincial Task Force website and on the portal incentivi.gov.it.
